Cannon Beach was incorporated in March 1957 as a municipal government under state law. It is governed by an elected Council, consisting of a Mayor and four at-large councilors. Council meets regularly to consider important policy decisions, and to accept recommendations for action from staff and advisory committees, boards, and commissions. Council has the authority to set overall direction (policy) for the City, and City staff, under the direction of the City Manager, carry out Council's directives through the City's various programs and services.
