NECUS’ PARK AND PARK ELEMENT DESIGN AND CONSTRUCTION SERVICES

Proposals are due by 4:00 p.m., May 18, 2026 

The City of Cannon Beach (“City”) is requesting proposals from qualified design firms (“Design Firm”) with strong landscape architect experience to provide complete planning, design, bidding and construction administration services for the development of a City-owned property at 268 Beaver, known as Cannon Beach Elementary School. The property is approximately 1.6 acres in size and has an address of 268 Beaver St. The City’s intended use of the property upon redevelopment is to primarily serve as a city park and secondarily as a space for community-related events. Additionally, the City requires assistance in relocating the Cannon Beach food pantry, which is currently located onsite.  

The Design Firm selected through this RFP will provide conceptual design options and proceed through schematic design, design development, permitting, bidding, construction documents and construction administration. The scope of services will include the hiring and management of subconsultants necessary for the successful completion of the project. Subconsultants will be paid through the fee the City pays to the selected Design Firm. The Cannon Beach City Council approved an exemption to traditional competitive bidding to deliver the redevelopment of the property through a Construction Manager/General Contractor (“CM/GC”) delivery method. This RFP will be used to select a Design Firm well qualified to deliver the requested services within a CM/GC context.

Responses to this RFP will be reviewed, scored, and ranked according to the criteria and process defined in the RFP. The City will select a Design Firm it determines to be the most qualified to provide the necessary services to redevelop the property through a CM/GC delivery method.

There will be a mandatory pre-proposal meeting held on April 27, 2026 at 2 p.m. at Cannon Beach Elementary School, 268 Beaver Street. The purpose of the meeting is to share information and answer questions about the project. Anyone or any firm intending to submit a proposal must have a representative at this meeting.

Proposals must be received by 4:00 p.m., May 18, 2026, by Rusty Barrett at rbarrett [at] ci.cannon-beach.or.us (rbarrett[at]ci[dot]cannon-beach[dot]or[dot]us) or at City Hall 295 E 2nd Street., PO Box 368 Cannon Beach, OR 97110. Proposals may be submitted electronically or by mailed or delivered paper copy. Facsimile proposals will not be accepted. Proposals received after the designated time and date may not be opened.

The City may reject any proposal not in compliance with all prescribed solicitation procedures and requirements and other applicable law, and may reject any or all proposals in whole or in part when the cancellation or rejection is in the best interest of the City.
