ZO# 25-02 Housing Ordinance Amendments

The Cannon Beach City Council will hold a public hearing on Thursday, August 6, 2026 at 6:00 p.m. at Cannon Beach City Hall, 163 East Gower Street, Cannon Beach regarding the following: 

ZO 25-02, City of Cannon Beach request for Housing related Zoning Ordinance text amendments to Chapters 17.04 Definitions; 17.30 Residential Moderate Density (R1) Zone; 17.32 Residential Medium Density (R2) Zone; 17.34 Residential High Density (R3) Zone; 17.40 Limited Commercial (C1) Zone; 17.60 General Requirements and Regulations; 17.68 Off-Street Parking; 17.70 Design Review; 17.72 Accessory Uses Generally; 17.88 Non-conforming Lots, Uses and Structures -Pre-existing Uses; and a new section 17.60.200 Public Benefit Dwelling Owner Occupancy Requirements. The Zoning Text Amendment request will be reviewed against the criteria of the Municipal Code, Section 17.94.060(A) Amendments Criteria, and the Statewide Planning Goals. 

In Summary: The City of Cannon Beach seeks to update sections of its zoning code to allow for clear and objective standards for housing and to encourage more affordable and workforce housing through incentivizing public benefits development through limitations on floor area ratios and parking restrictions.

 

ZO# 26-01 Short-Term Rental Cap Ordinance Amendments

The Cannon Beach Planning Commission will hold a public hearing on Thursday, July 23, 2026 at 6:00 p.m. at Cannon Beach Chamber of Commerce, located at 207 N. Spruce Street, Cannon Beach regarding the following: 

ZO 26-01, City of Cannon Beach requests to place a Short-Term Rental Cap and related Zoning Ordinance text amendments to Chapters 17.84, Short-Term Rentals. The proposed Zoning Ordinance Text Amendment would limit the number of 14-Day permits in the City of Cannon Beach and provide other related minor changes to the Short-Term Rental provisions of Cannon Beach Municipal Code Chapter 84, Short-Term Rentals of Title 17, Zoning. The Zoning Text Amendment request will be reviewed against the criteria of the Municipal Code, Section 17.94.060(A) Amendments Criteria, and the Statewide Planning Goals. 

In Summary: The City of Cannon Beach seeks to cap the number of 14-day permits in Cannon Beach to 165 permits. There are currently approximately 160 14-day permits active in the City. If the ordinance amendments are approved, once the 165 number is reached, it will trigger a waiting list to be instituted for those seeking future short-term rental permits.

A failure by the applicant or other parties to the hearing to raise an issue at a hearing, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision makers an opportunity to respond to the issue, precludes appeal based on that issue. Staff reports are available for inspection at no cost or may be obtained at a reasonable cost seven days prior to the hearing. Current Short-Term Rental Information

Any owner of property in an RVL, RL, R1, R2, R3, MP or RAM zone can apply for a 14-day short-term rental permit, provided that they do not already hold a short-term rental permit. 

Short-Term Rentals are not permitted in accessory dwelling units.
